Does “fairly” include a population and density weighting? For example, it would arguably be unfair if the coast and bay side population size and density differences were not factored into what constitutes a “fair” distribution!

By what criteria are Equity Zones determined? SSF east of Caltrain is Bio City, a wonder of high tech and billionaire companies. The same can be said about San Bruno east of CalTrain, and an area that floods with every major rain storm, and littered in aircraft noise and pollution from SFO. Why are some areas in economic need not helped with an Equity label advantage, while wealthier areas ARE given help with funding over less advantaged area?

Why is the % of Regional Transit Connection so small? Public transport (BART, CalTrain, etc.) are more effient at moving people, and funding is supposed to NOT go to support cars with just a driver. We should be working on first and last mile connection to get people out of thier cars.
